The judgment
火地晉:康侯用錫馬蕃庶,晝日三接。
The judgment describes a lord who has brought peace to his territory and is rewarded by the king with a great many horses, then welcomed at court three times between dawn and dusk. In modern terms, your efforts are being noticed, people in a position to help you are favorably inclined, and recognition can come quickly. The relationship works both ways: the lord earned favor by serving well, and the ruler responds with generosity. Progress here means being seen, appreciated and given more room to contribute.

Advancing with the horns: progress has reached its peak and is turning into aggression.
