The judgment

雷地豫:利建侯行師。

The judgment says it is favorable to establish lords and to send out the troops. When enthusiasm is genuine and widely shared, people are willing to follow, so this is a good moment to appoint allies, organize a team and launch an undertaking. The character Yu also carries the sense of preparing in advance, a reminder that enthusiasm works best when it rests on readiness.
